Heath Ledger's Joker really Tom Waits?

 There has been much speculation as of late that Heath Ledger's legendary performance as The Joker in The Dark Knight, was inspired by none other than Tom Waits. Tom appeared on an Australian TV show in 1979 acting a little more weird than usual. His posture and voice is uncanny to Ledger's portrayal of the Joker. Could Ledger have seen this interview and then used it as his model?  It's happened before with actors, Johnny Depp named Keith Richards as his inspiration for Captain Jack Sparrow in Pirate's of the Caribbean, and Vin Diesel cited Right Said Fred as the brilliance behind his character Dominic Toretto in the Fast & the Furious.

I actually had watched this interview a few years ago and remembered it because Waits made me feel super uncomfortable as he did to the host.  The voice and movements are pretty spot on with the Joker so I can see what all the talk is about.  Maybe Tom Waits should've just played the role.  He does have acting experience: The Book of Eli, Rumble Fish, Dracula, in fact he was even in a movie WITH ledger, the 2009 film, The Imaginarium of Doctor Parnassus, which came out one year after the Dark Knight.  I'd like to think there could've been this weirdness between the two on set, like Ledger wasn't sure if Waits knew or not, so he was uncomfortable being around him.  Then one day on set, Waits got up real close to Ledgers ear and whispered "Why so serious?"
